Ingredients
For the Marinade:

- 1/2 cup water or fish stock
Instructions
- Prepare the Marinade:
- In a bowl, combine cilantro, parsley, garlic, cumin, paprika, turmeric, cayenne pepper, olive oil, lemon juice, salt, and pepper.
- Rub the marinade over the fish fillets and let them marinate for 30 minutes to 1 hour in the refrigerator.

- In the base of a tagine or a large heavy-bottomed pot, spread a layer of sliced onions.
